Texas Engineering Foundation
 
Introduction
 
The Texas Engineering Foundation (TEF) was established by the Texas Society of Professional Engineers as a nonprofit charitable foundation to support the goals and ideals of the professional engineers in the State of Texas. The general purpose of the Texas Engineering Foundation (TEF) as indicated by its Mission statement is:
 
"to enhance the practice of engineering through supporting high quality formal engineering education and continuing professional development, encouraging the development and maintenance of the high standards of conduct expected of members of a learned profession, and providing scholarship assistance to outstanding engineering students."
 
Every member in good standing of the Texas Society of Professional Engineers is automatically a member of the Texas Engineering Foundation.
 
Historical Background
 
The Texas Society of Professional Engineers Educational Foundation was chartered in October 1967 by an organizing Steering Committee of TSPE leadership. It included Harry E. Bovay, Jr., J. Bayo Hopper, Howard R. Drew, J. Neils Thompson, Phil M. Ferguson, Robert L. Nichols and Kenneth E. Esmond. The name of the organization was changed to the Texas Engineering Foundation in June 1968. The Foundation is chartered by the State of Texas and has tax exempt status under the Federal Tax Code, Section 501(c)(3), as a nonprofit charitable organization.
 
The initial objective of the Foundation was the solicitation of tax deductible funds to finance the construction of a permanent office for the Texas Society of Professional Engineers. The long term objectives of the Foundation were enumerated in the "Articles of Incorporation," which directed that income from assets of the Foundation be used exclusively for educational, literary, scientific, and charitable purposes. These objectives are restated in Article II of the TEF Bylaws.
 
Construction of the 4,000 square foot building across from the Austin airport was completed in August 1974 at total cost of $200,300. The building was formally dedicated in October 1974. The keynote address at the dedication was given by Mark White, then Secretary of State of Texas. 

The Texas Engineering Foundation is managing funds that total approximately $950,000. This includes assets of the Foundation, funds held in deposit for ATSPE, and funds for other activities such as TSPE Education Programs. The only outstanding long term liability of the Foundation was the remaining mortgage on the TEF building. This was paid off in April 1992 and the building was sold in May 2005 to I.T. Gonzalez, P.E.

The Foundation is governed by a Board of Trustees. The criteria for their selection are set forth in Article VI, Section 2 of the Bylaws of the Foundation. The following persons are currently serving as Trustees of TEF. The officers are also noted on the list of Trustees.
